Project:

The purpose of the Mobile Cellular Network (MCN) is to provide a realistic environment for testing various types of equipment, such as military transceivers, near commercial wireless networks. The intent is to identify and mitigate problems discovered during developmental and operational testing. To achieve this purpose, the MCN must be capable of replicating services provided by commercial operators to their customers, such as voice, data, and texting.

The MCN complies with commercial standards to the maximum extent possible, especially those published by the Third Generation Partnership Project (3GPP), to replicate wireless networks operated throughout the world. It is crucial to understand that the MCN is not an implementation of commercial technologies for use in a military environment, nor is the purpose to determine how to leverage commercial technologies to fulfill warfighter requirements. The primary function of the MCN is to verify and validate that military equipment does not negatively affect commercial carriers and their customers.

Solution:

Oceus designed, developed, installed, and integrated all hardware and software for the baseline MCN system. All of the equipment and support services required to stand up the system were provided by Oceus. This includes:

Engineering Support:

• Assisting in operational planning efforts to determine impact of SOF RF systems to commercial cellular networks
• Providing a product support team to resolve complex problems
• Reconfiguring network functionality to system baselines to support testing scenarios
• Designing and developing configuration versions to emulate the parameters of different commercial networks throughout the world to support testing
• Developing procedures and command scripts for feature changes from an existing configuration to a new configuration
• Providing the ability to roll back to the previous configuration when needed

Software Update Services:

• Establishing and maintaining comprehensive listings of all software, firmware, license data, and associated configurations for all installed components
• Organizing, managing, and updating this information as changes occur
• Providing copies of service bulletins and release schedules for new versions of software and firmware
